About:72-Hour Visa-Free Transit

if I travel from San Francisco to Taiwan but stops in Shanghai for 14hrs. do I need to get a Visa?

Since the transfering time is just for 14 hours, it is not needed. If you just stay in the airport, only your passport is enough. If you want to leave the airport, you need to apply a stay permit to leave the airport with your passport and onward ticket to Taiwan with confirmed seats.

Great thanks! Does that mean I have to get a permit and pay a fee to leave the airport? My understanding was that the whole point of the 72 hour pass is that it's free and I can leave for those few hours and come back for my flight to Taiwan!

You do not need to pay to get the stay permit. The permit is for free.
