Changing from an L visa to S1

I am currently working in China with a Z type (residence permit just being processed). If my finance comes to China on an L typeand we marry in China - will he need to leave the country to apply for an S1 type, in order to live with me? Or can he apply from within China to transfer?

According to my knowledge, it's impossible to change visa types after new regulations have been implemented. However, you both may visit local entry and exit management bureau to confirm this. I checked Beijing Entry and Exit Management Bureau. According to the information on their website, it's ok to change types.
