Getting a visa in the right place

Hi, I am a resident of Pennsylvania and was hoping to apply in Washington DC. Is this not possible? Will they turn me away immediately?

According to the rules, you cannot apply it in Washington DC and they will reject your application. You can still contact the embassy for confirming.
