Going straight from hong kong airport, can big buddha be reach by taxi?

i want to avoid queuing for cable car

Yes, you can take a taxi to reach exactly, but it will cost much. You can take a taxi to Tung Chung, near which you can take bus no. 23 to the Big Buddha directly in around 45min.

Can the 45 min be complete by taxi instead, how much will that cost?

Of course. And the taxi may take less, maybe half an hour and the cab fare is 205HKD or a little bit more. You can only take the Lantau taxi as I know.
