About:Chinese Embassy in South Korea
As a New Zealand Citizen am I able to apply for a Chinese tourist visa in Seoul?

Do you have a ARC card with at least 6 months remaining validity?
If you have it, you can apply in Seoul, otherwise, you are unable to apply in Seoul.
