Is Shenzhen VOA counted as Chinese visa?

I had been to Shenzhen this January and will travel to Beijing and Shanghai on December, can I declare my tour in Shenzhen (Shenzhen visa) as previously issued Chinese one?

The Shenzhen VOA is regarded as a kind and it is possible to use it as a previous Chinese one.
