Do I need a visa to go on holiday to haikou?

I want to travel to haikou for Christmas and new year. Have been told requirements for haikou are different being a tourism designated area.

Michael, you should apply for a L type in advance. The requirements are the same for other cities in Mainland China. Round-trip air tickets and hotel reservation are required except for your passport, application form and a recent passport photo.
