For a New Zealand Citizen Sanya is visa free?

WHAT IS THE DURATION OF STAY?
MY FLIGHT WILL BE NEW ZEALAND TO SINGAPORE TO SY - BUT THE FLIGHT MAY NOT BE SINGAPORE TO SY DIRECT - WILL I REQUIRE A VISA AT THE TRANSIT STOP OVER ?

If you will just stopover in SY and your stay is no more than 24h, you don't need a visa. Otherwise, you have to apply for a transit visa.

Besides, a poliy shows that no visa is needed only if you travel to the city as a group (5 members at least) organised by international travel agencies that have been set up and registered in Hainan Province. The stay is limited to 15 days.

According to Hainan's unique visa policy, New Zealand is belongs to the 26 countries are entitled to get a lading visa and visa free in Hainan.

That means if your flight is into Sanya from HK or other countries, you can get the visa on arrival, and if you have more than five people(including 5) with same itinerary, you are entitled to a visa free valid to 15 days upon arrival but must applied by a local travel agency
