how can a pakistani apply for hong kong entry

i am a hong kong permanent resident and my fiance is a pakistani. My fiance had applied for an entry visa once to hong kong but it was not approved. Since we have booked 1st of December as our wedding , I want to know how can he gets a entry to hong kong before 1st of december.
