Are indian tourist needs a visa?

Hi, my indian friend is working in dubai and he wants to come here in hongkong on nov.13-15 to visit me. Does he still need to get a tourist type?

They have indian passport and how long will you stay in HK?
If they have indian passport and stay for less than 14 days, they do not need it to travel to HK. If it is longer than 14 days, they need to apply a Toursit type.
