Does the whole of China follow a single lunar calendar?

Who determines when the first day of the Chinese year starts. As china is a big country and Chinese year is based on lunar calendar, is there any different opinion as to the start of the year.

Khan, the whole China follows the same lunar calendar. The first day just falls on Chinese New Year Day.
