can chinese nationality do visa upon arrival at Macau?

They cannot do that in at Macau.
If they have Chinese passport as well as a resident permit of a third country, they can enjoy a 7-day free entry policy to Macau. Otherwise, you need to apply for a Two Way Permit and get a register to enter.
