Applying for a visa while overseas

Hello,

I would like to enquire about applying for a single entry tourist L for China. I'm planning on visiting China from 15/10/14 for 3 weeks. I am a permanent resident in Australia and I am currently in Europe and won't be home until next year.
I have tried to find answers online but there is quite a lot of different information, so I am not sure of what is true or not. So if you can please email be back with any information for the few following questions that will be greatly appreciated.
*Would it be possible to apply at a China embassy in either Prague, Czech Republic or Budapest, Hungary as I will be in both cities for about a week so I should have enough time for the application process.?
*Also what documents do I need to bring to be able to apply?
*And if you have any information about the prices to make sure I bring enough on the day of applying.

It is possible to apply in Budapest, Hungary and not very clear about this issue in Czech Public. The processing days are around four working days, so your time may be enough.

For documents, you need to prepare your valid passport, an application form with recent taken photo, hotel booking in China, round trip tickets to China and proof of legal status in Hungary.

For the price details, you may need to consult the embassy directly for exact information.
