About:Transfer in T3 of Beijing Capital Airport

if I have to pick up bags in PEK for transfer to CTU or can they be checked through from YVR?

Again do they have to be picked up in CTU? All flights with Air China on one ticket.

Is your traveling route certain international city - PEK- CTU? If so, u have to collect your lugagge at PEK and reclaim it to CTU. For more details, I suggest you consult your airlines.

strange some of the question got lost

It's YVR-PEK-CTU-KTM with less than 24hr in China. Just wondering if it could be checked all the way through?

Yes, you can have the lugagge check-though service at YVR through Air China. With that, you do not need to claim your lugagge at any of the transit cities. Just collect your lugagge at the final destination.
