Are you arriving at the local airport or railway station? I just heard there are offices of China Mobile and China Unicom in PEK, where you can get a pre-paid SIM card. If in the city center, it is very easy to find an office of the two companies as well as China Telecom. Just show your passport and u can easily get a SIM card and the fare is usually CNY50/CNY100.0
