it is too cold or during high season of tourism?

Hi, I was wondering if March has good weather (not snowing cold nor blazing summer heat) to travel to Beijing, Xian, and Chengdu? Also, if prices (hotel, flight, and tourism) are pretty reasonable around March? TIA.
