Can I buy a ticket on arrival at railway station? What happens if my luggage exeeds 20 kg weight

You can buy the ticket at railway station, but it will be better if you can do it as early as possible since the tickets are always under great demands. Usually, it will be still fine even if your luggage is more than 20kg as long as you can carry them.
