need Z type visa for work permit in China without having any offer letter

Hi, This is Mazhar from Pakistan, my question is can I apply in Chinese Embassy here in Pakistan for Z-type without any offer letter or invitation letter, because i want to go china and search suitable job for me. Please reply as soon as possible
