is there a connection desk at terminal 3 in pek prior to international transfer?

Question

I am flying from Houston to Kolkata and will need to transfer from Air China to Thai Airways at Beijing. Air China will not issue me Boarding Passes for Thai and without Boarding pass I will not be able to do I - I transit. My question is whether there is a connection desk prior to transit at Terminal 3 so that I don't have to go through Immigration and go outside to the Thai Check in counter to get my Boarding passes.

I'm afraid not. As I know, passenger without connecting fight boarding pass have to go to the Transfer Counter for transit procedure and all international transfer passengers need to go through the immigration.
