Hi, I am a Colombian citizen staying in Hong Kong. do I need to do that with the embassy in Bogota?

AFML, you should apply for it in your country if possible. According to the rules, those who apply in HK must provide their HK resident statuses. If you don't have HK Id cards, I am afraid that you may not apply successfully there.
