Planning on moving into the city to teach English, and am curious about the average cost of living? Also, how is the skiing?

The monthly life expense for a standard level is about CNY1,500 per person, much lower than the cost in first-tire or costal cities. The city has one of the most brilliant ski resorts in Asia, you can have a try there.
