Are Z work Visa's being denied for teachers?

The embassy for my state of Kansas is in Chicago. The Chicago Chinese embassy is closed but still are processing visa's. As I understood the state travel website, the borders to China are closed unless you are going for work, business, or family. To me teachers employed by a school in China , falls under work.. But when I called a visa agency, they told me all visa's for teachers are being denied! Is this true? I emailed the Chicago embassy and asked if teachers were included in qualifying with a work visa.. They just gave me the instructions to apply and did not elaborate.. Any news are insight on this would be appreciated.

Teachers need to get work visas to China, but you should know, during such a special time, not all work visa applications would be approved. There are slight chances and you can have a try.
