when can south african teachers apply for zvisa for china?

At present I have been stuck in South Africa for 12 months. I have a job in Guangzhou that I ve been trying to get back to since February 2020. my work permit is valid till 2022 and expired after  March 28th, 2020. My residence visa expired in August 2020. I went to do my visa application  in November 2020 when we were allowed to apply for Z-Visas but was told NO TEACHERS! When will teachers (who are in South Africa) be allowed to reapply for Z Visas?When will the visa application offices in South Africa reopen?
