now I come to laos want to go Hong Kong I need visa or not ! can I go in Hong kong to international airport to apply . but now can I apply in laos ! they're tell me to go back to vietnam to login why!

You can try to apply in both HKIA or in Laos, but it is not assured that you can get it in the end. It is suggested to ask for help from tour agency, which may be easier for you to obtain. If you want to apply in person and get it in the end, it is highly recommended to apply in your country. It is much easier to get.
