Susie, Jiaqing isn't a cruel king. He was a responsible emperor but didn't make any great achievements. When he ascended to the throne, he brought Heshen into justice. Emperor Jiaqing hoped that he could combat corruption successful by punishing Heshen. But he failed at last.
Emperor Jiaqing wanted to be a good emperor like his father Emperor Qianlong. However, he didn't make it. He cut the connection between Qing Dynasty and the outside world. He also forbade mining and didn't encourage people to develop industry and commerce. Therefore, Qing Empire didn't become properous during his reign.
