do indians need to have visa from india for travelling from hk to shenzhen

If you have time to apply in India, please apply for a L type in India. WIth that L type, you can visit other cities too. Indias can apply for the VOA at the border. However, there is no guarantee that they will get it for sure. Once they are refused, they need to go back to HK.0
