friend in China kicked out by agency

A friend of mine currently is in China on a F type and left her host family without having found a new one yet because the agency she is with refused to look for a new family in the rematch-period. The host family as well as her weren't happy with the match so she left. The agency kicked her out for that (no insurance, flight back or emergency contact) and told her that it's "inappropriate" (illegal?) to stay in China as shes left the agency that organized her visa. They also said that she as well as themselves as an agenccy can get in trouble when shes "caught" being there and not working as an Au Pair with her agency. Is that true? Or is it possible for her to move to another host family that she organized helfself without the agency as her F would be still valid for several months?

Thanks

It is not clear whether the agency will get punishment or not. If your friend was caught, it will bring her a lot of trouble.

Since her F is still valid, she can still live in China, but she can no longer work any. Working is illegal with a F type. If she cannot provide herself living expense, the best method is go to back to home.
