About:Beijing Capital Airport T3

Can I stay within the immigration in the arrival hall for 2h before exit the gate in PEK?

I will arrive 2 hours earlier than my friend from another flight and I wish to stay shop at the dfs while waiting. Can I stay within the immigration in the arrival hall for 2 hours before i exit the gate?
