Buy cell phone at Chengdu airport

I will arrive at the airport at 11p.m. Am i able to buy a cell phone at the airport at that hour? What is the cost of the cheapest smart phone (so that I can also check emails and taking pics)?

There is no store selling cell phone in the airport. A cheap smart phone may cost CNY 800 - 1,000 in China.
