Venezuelan in Milan without work permit can apply for Visa L to go to Shanghai?

I have a work visa but nor permit to stay yet and neither my husband and we should go in September.

Hi, as I know, non EU citizens must provide a permit of stay “permesso di soggiorno” with at least six months of remaining validity for application.
