I hope to save costs on travel from Singapore to qinghai's Xining city. Will be in September. Please share. Thank you.

You can fly to Chengdu first and then take a train for your destination.

You are right. It is train no. T264. It costs CNY302.5 (US$50) for a hard seat and CNY549.5-955.5 (US$549.5-157) for a sleeper. But the duration is almost 32 hours.
