What does this mean and where is it now please help me

Hello I have bought something. Online and this is my tracking number RD001184606CN it is stuck in departure from outward office of exchange since 1/7.

Sara, I am afraid that your parcel is held by the customs. You should ask help from the sender now and see if he can help you figure out why your parcel is held.
