Can I carry a 25 kg bag of milk powder into China?

I am afraid you have to pay tax. As I know, the dutiable value of milk powder is 200/kg and the tax rate is 10%.

Do you mean 200 CNY per kilo? Or if the invoice value of the milk powder is 30 Euros, then my tax at the Chinese customs is 10% or 3 Euros. Kindly clarify. tks.

It's 200 CNY per kilo. So your total duty is 200X10%X25=500.
