Can I still enjoy the free shuttle bus service at Kowloon station if taking Tung Chung line?

Hi, I'm planning to go City Gate Outlet after arrival in HK. If I take Tung Chung line to Kowloon station, can I still able to enjoy the free shuttle bus service to my hotel in Tsim Sha Tsui? I understand that the free shuttle bus service is available for airport express passenger only but I hope I can no need to travel back to airport again after my shopping at City Gate.
