About:Chinese Embassy in Portugal

can I apply for a Chinese tourist visa through the Chinese Embassy in Lisbon?

How long will you stay in Portugal?
Usually, a L is vaild within three months. So if you will not stay in Portugal for such a long time, you can apply in US in advance. If you stay there for a long time, you can try to apply in Lisbon.

I work on a cruise ship and stay in Portugal when not working. I will be there for two months before going back to the ship which will be going to China which then I will need a C type one.
