I am staying in new harbour serviced apartment in Shanghai.can i get sightseeing bus from here.

Yes, you can. Walk from your hotel for around 800 meters to Urban Planning Exhibition Center (People's Avenue), at no. 100, People's Avenue to catch the bus!
