Hi, can a foreigner buy a add-value type metro card for Hangzhou? Thanks and great site!

Yes, you can do that.
I heard there is HZ Tong/Consuming Card in that city and this card can be used for taking local public transportation, traveling, shopping, etc. Maybe you can consider to buy such a card for convenience.
