Do i need return flight booked in advance for visa

My GF will be applying for tourist L to visit me in china. I understand a roundtrip ticket receipt is needed. She will be applying for 90 day visit but not sure if will be granted full 90 days or 30-60 so I am not sure when to book return flight for. Can return flight be purchased after obtaining L?
