Dual Citizenship Holder/ USA and Canadian - Can I apply China Visa through Canadian Passport?

Hi, I was born in Korea but now I have Canadian and USA citizenship.
I want to visit Tsingtao for 3 days. I have F4 visa issued from Korean Government( this is for former Koreans born in Korea). It is like green card for Koreans who acquired citizenship of other nations. In this F4 issued by Korean Government, my nationality is shown as USA. But I also have Canadian Citizenship.
Can I apply with Canadian Passport? The reason that I want to apply through Canadian Passport is because it is much cheaper to do that way instead of USA Passport.
In USA, when I visited Consulate in Manhattan, NY, they to.d us I can apply either through USA Passport or Canadian Passport. I need your guide regarding this matter. If possible, I want to apply through Canadian Passport.

Hi, to my understanding, you are only able to apply with your US passport because of your status of F4. Anyway, you can contact CVASC in Korea for direct answer based on your residency.

Fee for USA Passport holder is ridiculous.
I hope fee for USA Passport holder become reasonable just like any country else.
