Tibet permit vs China visa

I am visiting Lhasa with a group (but I am the only person with different nationality from the rest). Will I be able to get the permit to visit Tibet?

Do I get the permit to visit Lhasa first and then go and apply for tourist L to enter China? or do I apply for it and then apply for the permit to visit Lhasa?

The whole trip in Tibet is about 22 days

You need to apply for a tourist L first, then apply through a travel agency when you are in China.
