Visa for non Polish citizen with Karta Polaka

Hello, I would like to know if I can get L type to China in Warsaw. I am a student of Polish university with Pesel and polish card (Karta Polaka) although I don't hold a permanent residence permit ( Karta stalego pobytu). I tried to call the consulate and embassy but unfortunately couldn't reach anybody there. I really need to know this as soon as possible. Thank you got the answer.
