Can I apply for tourist or visit visa to China Mainland or Hong Kong in Tokyo Consulate?

Hello I am a tourist in Japan. And I am holder of Turkmenistan citizenship. Thank you.

Yes, you need to apply for tourist L and HK visa from Chinese embassy in person.
