what's the difference between Da Meisha Scenic Area and Xiao Meisha Scenic Area. Why is one free and the other charges?

There is no big difference between the two places. Both of them are sea scenery. The Dameisha is much larger and has more people since it is for free. The Xiaomeisha has less people and more activities on the sea.1
