About:72-Hour Visa-Free Transit

Is Taiwan considered as valid third country destination?

I will fly from Singapore to Shanghai Pudong with an onward ticket Shanghai Pudong to Taipei already issued. Same rounting on the return leg. Does this meet the requirements for a 72h visa free transit in Shanghai?
