Beijing About Terminal

im a russian citizen my flight is hongkong to BJ terminal 2 and my connecting flight BJ to novosibirsk is in terminal 3 are they going to allow me to go out just using the 72 hours transit visa

Yes, you are allowed to get out with the 72h free-visa privilege.
