Can I collect my ticket at the airport in Beijing even if I book a train from Luoyang to Xian?

And do they speak english there?

Yes, you can collect ticket at the ticket sales office in the airport. I am not sure if they can speak English. But it should be a problem. You just need to give your passport and train number. The staff will know what you want.
