About:China Visa on Arrival

Entry for an American

I did not understand the sentence in the above that said " The Rules on Visa Issued at Entry Ports are not applicable to the nationals of United States and France." Does that mean that I cannot get it at the airport?

Yes, but it means Visa on Arrival only, like Shenzhen VOA. So you can not get it at airport on arrival if you visit for business or tourism. However, If you transit via, for example, Beijing or Shanghai, you can avail 72 hour free transit permit without problem.
