How must a tourist in Singapore apply for a China visa?

Hi, I am an EP holder living in Singapore and am planning a trip to Beijing and Shanghai. Someone from my family (not a Singapore resident, this person lives in Europe and holds a UK passport) who will be on holidays in Singapore during that same period would like to join me for my trip to China. We need to apply for it and I wonder if the process is the same for someone living in Singapore and someone that is here on holidays.
Thank you very much for your help.

No, temporary visitors can not apply here without documents such as PR, WP, EP, STP, DP and SVP. So, he/she needs to apply for a Chinese tourist L in the UK in advance.
