are the passengers go on transit tour from HKIA? what is best place to visit during 7 hours of transit time?

Yes, they do. As you have 7h stayover, I suggest you go to have fun at Disneyland Resort or Ngong Ping 360/Gaint Buddha. Don't worry! No visa shall be needed.
