Carry on luggage questions

what if the carry on bag dimentions do not total over 45" and is under 11 lbs. but it is over 8" tall. The smallest one I have seen in our stores is 8 1/2 inches high, most are 10 inches high. Flying American Airlines, then China Eastern economy
